I bought gems via paymentall today, while the 3x top up is active, but the gems will only arrive on Monday, they will come with 3x top up effect, right?

You didn't received your gems? Did you report it? If you did report it and admin told you to wait until monday then yes they will add 3x top bonus.

Wait for your gems if you don't receive 3X bonus you can report your problem via ambulance icon.
